KSA RESPONSES

ABILITY TO PLAN, ORGANIZE, PARTICIPATE IN, AND/OR CONDUCT CRIMINAL INVESTIGATIONS.

*Experience as a sworn law enforcement officer with powers of arrest, conducting investigations of alleged or suspected violations of the law to include participating in surveillance and/or undercover activities or operations; taking part in apprehending and/or arresting persons suspected of violations of the law; and/or organizing evidence for presentation to prosecution officials OR a 2.95 or above undergraduate GPA (based on 4 years or in the final two years of curriculum) in a major other than one of the desired degree fields with at least 1 year of professional/administrative work experience carrying out independent work assignments OR completion of all requirements for a master's or equivalent degree or Ph D in a major other than one of the desired degree fields with at least 1 year of professional/administrative work experience carrying out independent work assignments.

As a sworn Law Enforcement Officer since 1999 specializing in Narcotics Investigations for many years, I have consistently contributed my dynamic criminal investigation skills as well strategic planning, prioritization and organization skills toward conducting effective investigations leading to the arrest and subsequent conviction of countless violators of Federal, State and local laws.  In 2005 I was promoted to facilitate narcotics investigations with my assigned police department, where I was highly successful in applying broad investigative tools, including strategic surveillance, toward securing the arrest of street to mid-level individuals.

In recognition of my strong performance, I was then assigned in 2007 to the Sheriff s Office Narcotics Investigation Team, where the focus was on the arrest of mid-/high-level violators.  In this capacity, I actively collaborated with the Federal Task Force to maximize results in investigating and prosecuting violators, often across State lines. Contributing my sharp leadership skills, I served as Officer-in-Charge on many cases, with full accountability for effectively planning and steering full-scope criminal investigations, from multi-source information development and suspect(s) surveillance to evidence gathering, search and/or arrest warrants processing and execution, and suspect interviews/interrogations.  Over the span of my law enforcement career, I have also participated in numerous undercover investigations leading to the arrest and prosecution of violators.

Complementing my practical experience, I offer extensive professional certifications and training.  In an investigative capacity, these credentials include A.T.F. Undercover Operations Training and D.E.A. Narcotics Investigation Certification

ABILITY TO COMMUNICATE IN WRITING.

*Experience writing comprehensive, accurate, analytical, factual, complex reports in narrative format using correct, spelling, punctuation and grammar. Examples include statistical/narrative investigative reports; formal correspondence; proposals; affidavits; college research papers on one of the following topics - Criminal Justice, Police Science/Government, Accounting, Finance, Economics, Computer Science/IT, Telecommunications, Electrical/Mechanical Engineering, Political Science, Psychology, Sociology, Pharmaceuticals, or Chemistry; a master's thesis; or at least nine credit hours at the college level in English composition and/or writing.

My strong written communication skills have been instrumental throughout my law enforcement career, including while serving as one of 250 sworn Law Enforcement Officers with the City of Flint, which has been ranked in the Top Five Violent Cities across the United States.  I am proficient in compiling and producing comprehensive, quality analytical, factual and complex narrative reports where effective spelling, punctuation, grammar, and sentence structuring is vital to providing prosecutors and judges with critical data for analysis and subsequent successful convictions.

Most recently, I have been serving as a Police Mentor/Team Lead supporting Coalition Force missions in Afghanistan. In this capacity, I am responsible for maintaining training documentation/ records as well as preparing thorough performance assessments and managerial/administrative-level reports, again requiring solid communication skills.

ABILITY TO ANALYZE FACTS AND REACH CONCLUSIONS.

*Experience in analyzing complex information, drawing inferences and developing valid conclusions. Examples include criminal investigative narcotics work assignments where information is from a variety of sources (people, evidence, past experience and expertise), determinations made as to required additional sources of information, analysis, and reconciliation of information, and final, valid conclusions drawn. In the academic world, this would be evidenced by the completion 24 semester hours of college level courses at the 300 (or equivalent) level or higher.

As a Narcotics Investigator, the ability to effectively analyze complex information, draw inferences and arrive at reliable, valid conclusions is crucial to steering investigations from initial data generation and evidence gathering through formal investigation and ultimately, arrest and prosecution.  I have proven myself highly adept in strategically using a broad range of sources to develop critical information for thorough analysis.  For instance, over the course of my career I have acquired extensive experience in building productive relationships with confidential informants in order to gather information, and have then cross referenced and analyzed the information for validity, with the goal of building enough quality evidence/intelligence to launch a formal investigation.   I have further resourcefully capitalized on un-circumstantial evidence and professional expertise to generate, analyze and develop solid evidence leading to the successful arrest and prosecution of violators.

Supporting this, I ve found that strong information gathering and analytical skills have played a solid role while I ve been serving as a Police Mentor/Team Lead in Afghanistan.  With a focus on training and guiding Afghanistan National Police (ANP) officers, I am consistently generating, evaluating and applying information toward defining, developing and implementing optimal training programs.  I additionally routinely conduct comprehensive performance assessments of personnel and operations, again relying on strong information gathering and analytical skills to ensure we are meeting the crucial law enforcement and security objectives of the ANP, Ministry of Interior and Coalition Forces.
