KSA QUESTION RESPONSES

1) Knowledge of and ability to utilize geospatial applications, including modeling software (ex., ESRI Desktop/Server, HAZUX, HURRIVAC) to support operational and tactical response planning efforts.

With numerous years of experience in geospatial intelligence, I offer extensive technical skills vital to effectively driving and supporting operational and tactical response planning efforts.  This includes a dozen years of cumulative experience and proficiency in  HAZUX, HURRIVAC and ESRI applications as required for this position. Complementing this, I offer solid technical experience in Remote Sensing Process and Procedures, Arc SDE Command Line, MS SQL and Oracle 10g.

Further, I have completed certifications in Incident Command System 300-800, National Incident Management System, Fundamentals of Internet Security, IT Security Awareness, and Network Security.  Beyond the specific technical knowledge, I am also well-versed in maintaining and configuring hardware and software supporting office, field-deployed, connected, and disconnected environments.

2) Ability to gather, assemble, and analyze geospatial data, produce required products, draw conclusions and make recommendations to improve efficiency and effectiveness of response operations.

Over the course of my geospatial operations leadership career with DHS FEMA, I have consistently demonstrated a talent for proficiently gathering, assembling and analyzing complex geospatial data, producing required products, drawing conclusions, and offering expert recommendations for enhancing the efficiency and effectiveness of response operations.  As an example, in my current position of GIS Analyst, with concurrent roles of NRCC GIS Coordinator and NRCC Remote Sensing Coordinator, I successfully determined accurate and timely post-event intelligence about scope, extent and impact of the events, effectively overcoming barriers of periods of diminished information collection capability to provide extremely effective alternative means of intelligence gathering through remote sensing systems.  During this time frame, I have additionally held DEGS responsibilities, where I have excelled in identifying time frames, required GIS tools, hardware, software, and data vital to meeting geospatial data project requirements across FEMA s Mapping and Analysis Center, the Regions and Joint Field Offices, as well as conducted feasibility studies and facilitated development of reliable geospatial data management methodologies for enhanced performance.

As another example, while MIS Unit Lead I was a key player in delivering and supporting geospatial database management systems in response to post-Hurricane Katrina activities, applying my expertise toward defining and implementing effective and efficient systems, tools and processes; this included comprehensively analyzing, reviewing and providing recommendations on upgrades to existing databases for improved performance.  I successfully planned an entire database system environment encompassing database management systems, data dictionaries, security systems, communication software, and end user geospatial software as well as selected and recommended geospatial database package tools to optimize geospatial application development, data administration and database administrative functions.  Further, I defined and deployed productive geospatial database changes and testing for vendor maintenance fixes, new releases and packages as well as tested/evaluated geospatial database package tools in collaboration with system development teams and end users to ensure maximize productivity, efficiency and quality.

During this time period, I also designed procedures, guidelines and standards in alignment with and support of Marine Debris Removal Operations.  Additionally, I proficiently gathered, developed, disseminated, and presented complex information focused on latest geospatial data technology developments available within the marketplace and supported this work with detailed technical reports and coordinated vendor presentations to agency working groups and boards to optimize critical information dissemination across wide areas of operations.

Among my many earlier achievements, as GIS Coordinator I effectively evaluated work techniques and methodologies to define, develop and implement targeted strategies for enhanced quality, efficiency and conformance to State and local agency standards.  Illustrating my level of expertise, I also served as Liaison to State and local GIS partners in support of facilitating comprehensive data sharing.  Of note, I was immediately selected post-Hurricane Katrina for assignment to the Region IV Regional Response Coordination Center in Atlanta, where I was charged with developing the Incident Command System (ICS) database; as a result of my efforts, data entry volume requirements were reduced by 80% and ICS reporting turnaround time was significantly improved.

While supporting the US Coast Guard s Wet Debris Removal Program, I was able to develop a tracking process eliminating hard copy invoicing requirements for validation, resulting in substantial improvements to efficiency and quality control as well as a reduction in error rate from 3.6% to 0.44% through innovative e-ticket submissions.

3) Demonstrated ability to organize and manage a large, complex geospatial organization operating within a complex National Incident Management System (NIMS) Incident Command System (ICS) organization.

Having built a progressive career in geospatial operations with DHS FEMA since 1996, I am well-qualified to and experienced in steering broad-scope geospatial operations within a complex NIMS/ICS organization, and have routinely held leadership positions across broad-scope capacities.  Since 2008 I have served as a Geographic Information System (GIS) Analyst with DHS FEMA HQ in Washington DC while concurrently holding responsibilities of NRCC GIS Coordinator and NRCC Remote Sensing Coordinator as well as additional DEGS accountability.  I provide extensive life-cycle project and operational leadership in driving critical, highly complex, layered and multi-based GIS environment operations as well as strategically collaborate with cross-functional agencies, departments and stakeholders to achieve common objectives in support of DHS FEMA disaster/emergency response goals.

From 2005-2008, I was MIS Unit Lead with DHS FEMA R4 MS_TRO Katrina, delivering agency-wide leadership and support targeted toward developing and executing crucial geospatial data management.  During this time frame, I played an instrumental role in strategically planning and implementing future geospatial database expansions, enhancements and selections, including planning the entire database environment.

Prior to this, I contributed over 9 years as GIU Unit Lead, Technical Services Branch Chief, GIS Coordinator, and GIS Specialist.  By hold wide-range leadership accountability, I acquired and developed comprehensive skills in efficiently managing broad-scope GIS operations to achieve goals, maximize performance and ensure compliance with stringent timelines, policies, procedures, and standards.
