KSA RESPONSES

1.  Ability to conduct investigations, analyze evidence, and prepare reports on a full range of misdemeanor crimes and portions of felony crimes.  Gathered facts and evidence, analyzed data, and prepared reports for records or further law enforcement proceedings.

With over 13 years experience in Law Enforcement, I offer extensive, successful experience in investigation, information gathering, data analysis, and report production in both misdemeanor and felony criminal activities.   Complementing this, I have been a Law Enforcement Officer with the US Forest Service since 2004 and previously contributed many years to the US National Park Service and US Bureau of Land Management in a similar capacity, illustrating that my knowledge and experience is uniquely fitted to this position.

My role as a Law Enforcement Officer and K-9 Handler with the US Forest Service in Las Vegas, NV has demanded a strong focus on investigating and reporting on a broad range of criminal activity. I have effectively investigated and resolved a high volume of misdemeanor activities resulting in successfully issuing hundreds of citations.  Additionally, I have investigated and completed complaints with the US Attorneys Office as well as investigated, written and sworn out a high volume of Federal complaints leading to summons, arrest and successful prosecution of violators.

Launching my career with the US National Park Service as a Park Ranger-Law Enforcement Officer, Boulder City, NV in 1996, I was assigned to the high-crime Boulder Beach, Lake Mead National Recreation Area.  Because of an extraordinary level of criminal activity, I gained comprehensive experience in investigating and reporting on crimes ranging from murders, sexual assaults and robberies to kidnappings and stolen occupied vehicles.  Applying my dynamic investigative and crime reporting skills, I successfully made 60+ major arrests over the span of approximately 5 years.

In addition to my practical experience, I offer extensive training in investigations, data gathering and report production supporting further criminal justice/judicial system actions.  This includes a Bachelor Degree in Criminology as well as an Associate Degree in Criminal Justice.

2. Ability to integrate the activities of collaborating law enforcement or regulatory agencies into law enforcement, inspection, or compliance operations.  Worked with the staff of collaborating law enforcement and regulatory agencies to provide information or participate in enforcement, inspection, or compliance operations.

Throughout my career with the US Forest Service, US National Park Service and US Bureau of Land Management, a primary role has been to actively collaborate with multiple law enforcement, government and regulatory agencies to optimize performance.  I am well-versed in partnering with key stakeholders and building proactive relationships leading to maximum results.

For instance, in my position as Law Enforcement Officer with the US Forest Service, 2004-present, I am a member of a Multi-Agency Task Force, requiring knowledge and enforcement of Federal Law in compliance not only with our agency, but with the National Park Service, Bureau of Land Management and US Fish and Wildlife Service as well as local and State law enforcement agencies.  Similarly, as a National Park Service Law Enforcement Ranger at Lake Mead National Recreation Area on Lake Mohave, 2003-2004, I worked closely with the US Coast Guard in enforcing marine law and regulations governing vessel operations during boat patrols, leading to issuance of numerous citations to operators for non-compliance.

Complementing this, with concurrent background as a National Certified Emergency Medical Technician (EMT) as well as Firefighter, I have routinely partnered with diverse emergency response agencies/departments in delivering quality emergency services.

3. Knowledge of U.S. laws, regulations, and policies applicable to the organization's law enforcement, inspection, or compliance mission.  Applied laws, regulations, and policies to perform law enforcement, inspection, or compliance duties

With a Bachelor s Degree in Criminology as well as an Associate Degree in Criminal Justice, I believe my education combined with my extensive practical experience in Law Enforcement strongly demonstrates my expertise in broad areas of law as well as US Forest Service and cross-functional government department/agency regulations.

Having specialized in Law Enforcement since 1996, I offer you extensive knowledge of and proficiency in applying U.S. laws, regulations and policies relevant to the organization s law enforcement, inspection and compliance objectives.  Since 2004, I have excelled in enforcing all laws for the US Forest Service including State Traffic laws as well as full-scope Federal laws applicable to the Service.   I additionally collaborate in multi-agency heavy saturation patrols on Clark Count Federal land, enforcing Federal laws for the National Park Service, Bureau of Land Management and US Fish and Wildlife Service.

While with the US National Park Service, 2003-2004 and 1996-2001, I actively enforced laws applicable not only to the Service in protecting property, facilities and the general public, but Federal, State and local law relevant to crimes typically unique to urban areas, including murder, assault, kidnapping, and robbery, among others. I also routinely enforced traffic and marine law, including arresting drivers for operating under the influence of alcohol or drugs as well as citing and verbally warning violators for infractions.

Of note, from 2001-2003 I served as a Supervisory Ranger with the US Bureau of Land Management, Hollister, CA, where I applied my vast knowledge of laws and regulations toward successfully writing a highly-effective Law Enforcement Plan for their Field Office. I also served as key point of contact in responding to senior management inquiries regarding actions of Rangers in enforcing laws and regulations.
