Professional Qualifications

 

   Instrumental in leading the development and subsequent construction of the largest privately owned transit system in the US; executed strategic planning of the Las Vegas, Nevada Public Transit System.

   Analyze and summarize infrastructure planning needs, interpret data and encapsulate it into a readable format for internal/client distribution.

   Spearhead quality control, lean manufacturing, project management and budget management for large scale infrastructure and construction processes.

   Establish strategic partnerships with internal and external business partners to drive project goals and meet targeted timelines.

   Identity and secure project funding from private equity groups and public investors; negotiate contract terms, repayment schedules and investment shares.

   Confer with appropriate authorities and interest groups to formulate and develop land use plans; prepare and recommend development concepts and plans for zoning, and ensure compliance with environmental protection requirements.

   Highly familiar with all planning and development requirements for transit systems, passenger and  commercial/cargo railways.

Senior Rail Advisor

   Principle advisor to the Iraqi Republic Railroad for the planning and development of a land port in Baghdad Central Yards; executed the conversion of an unutilized rail yard into a major cargo processing area.

   Guided the development of business and operational policies affecting the project; negotiated cost sharing funding agreement, and facilitated revival of IRR via commercial carrier business development

   Developed and facilitated operators training program for communication-based train control (CBTC); the automated control system that ensures safe operation using data communication between various control entities that manage the system.

 

Grant Thornton, Baghdad Iraq                                                                                                              2008 to 2009

Consultant/Head Section

   Provided management and leadership for Industry and Minerals Portfolio; advised and trained Iraqi government employees on best practices and strategies in seeking  investment in public private partnerships.

   Implemented due diligence for public and private operation of Iraqi State Owned Enterprises.

   Secured $30MM in private financing for Transit Oriented Design, and provided interim and recovery financing options for distressed projects.

   Created and led a highly successful Transportation Consultancy offering guidance and infrastructure planning to high profile clients including the Federal Highway and Federal Transit Administration, Washington D.C. and various state clients.

   Spearheaded restructure of the Fare System for the Denver Colorado transit systems, resulting in a 5% revenue increase and 0% ridership loss.

   Project managed the strategic development and implementation of the Las Vegas, Nevada Public Transit System, the largest privatized public transit system in the United States at the time.

   Houston-Galveston Area Council of Government, Texas.  Developed a state-of-the-art air quality/congestion monitoring and management program.

   Developed operating plans for more than 30 privatized public transit systems in the United States including; pricing strategies, fare management, technology integration, air quality management and privatization.

Founder/Developer

   Created and successfully managed a private magazine devoted to highlighting planning issues for industry insiders; added a highly successful conference and trade show to attract transportation technology leaders and US Department of Transportation cabinet level staff.

   Magazine focused on public transportation, policy and technology; grew circulation to 22,000, and received editorial contributions from key industry leaders, professors from University of California, executives of national transit operating companies, and public transit agency directors.

   Selected venue, and developed/facilitated an extensive agenda of specialized training sessions, secured participating manufacturers and program exhibitors, and project managed 3 day event held in various locations including Las Vegas and San Diego.
