factor a: please briefly describe the most significant project and/or program you have led or managed. be sure to include the number and type of employees and/or contractors assigned and your leadership responsibilities with respect to meeting project and/or program milestones and budgets.
throughout my progressive career, i have repeatedly demonstrated my talent to manage all aspects of projects, including human resources and finances to meet project milestones and budgets. my record shows repeated success, resulting in progressive increased responsibilities and promotions. i have strong organizational skills with the ability to quickly diagnose unproductive workflows and processes and re-organize systems and workstations for maximum productivity. i appropriately delegate, so that even the most ambitious tasks and projects are achievable through hands-on oversight and short-term objectives including steps with time frames. i successfully analyze current processes, evaluate alternatives and options, and implement creative solutions to meet and exceed project goals and objectives.
the most significant project that i have managed and am still managing is the correspondence tracking system (cts) application at the agency for healthcare research and quality (ahrq). contributing dynamic leadership skills, i am currently managing approximately 6 contractors, including software developers, vendor consultants, testers, and database administrators, as well as 20 federal users, including stakeholders, clients, and other general users. i proactively build and establish key relationships and collaborate closely with the users for application training, administration, and troubleshooting. i strategically plan and coordinate workflow and delegate assignments to optimize productivity, efficiency and performance.
since the initial release of this application, i have been in charge of setting and meeting the project milestones. i actively motivate, mentor and collaborate with contractors to produce a project timeline with milestones and deliverables. i also allocate, administer and control project budget, to ensure approval by the cio. i proficiently develop and present detailed reports to the cio on a weekly basis, providing dynamic forecasting, trending and result analysis tools vital to company's short- and long-term strategic business planning.

i maintain full accountability for creating and meeting project milestones, which includes requirements gathering, software development, database creation, acceptance testing/demonstration, documentation, and deployment release. i strategically prioritize, plan, coordinate, and drive projects to ensure on-time, budget-compliant delivery while maintaining high quality standards.
a key milestone is the software development milestone, which is dependent on the cio measuring the budget against the "level of effort" report that i submit. the cio measures this report against the budget to determine which requests will be approved. when a customer requests enhancements, however minor, it impacts the necessary resources required to fulfill the customer s request, which in turn negatively affects the budget.
contributing dynamic information gathering, needs assessment and analytical skills, i effectively and diplomatically respond to customer requests and document their requirements. i apply my problem solving and critical thinking skills toward identifying and recommending possible alternatives to resolve the request without wasting resources or compromising the functionality. in addition, i am tasked to advise the customer on modifications to the application with the end goal of improving the efficiency and work flow. my responsibility extends to meeting these project milestones and other deliverables on time and within the budget for future releases of this project.
