Agency: Federal Emergency Management Agency

Position: Emergency Analyst, GS-0301-14/14

Knowledge, Skills, and Abilities (KSAs)

1. Knowledge of, and experience with, a variety of emergency management policies procedures.

Throughout my career, I have acquired and developed an extensive knowledge base of and experience in a broad scope of emergency management functions.  For instance, while an Integrated Health Management (IHM) Operations Manager and Project Manager with Merck s IHM division, I played an instrumental role in launching their first Emergency Medical Services Training Program by successfully spearheading the project.  There, I also gained valuable experience in interfacing/working with diverse regulatory agencies such as the Department of Health and Human Services and OSHA.  I also served as Manager of Operations/Chief of Emergency Medical Services, with responsibility for everything from analyzing program needs, developing and administering budgets, creating and implementing policies and procedures, and allocating resources to managing projects, directing nursing operations, managing vendors, and overseeing administrative functions, with a key focus on optimizing cost-effectiveness and quality in delivering services.

As an Active United States Air Force (USAF) Reservist since 1984, I have played an integral role in planning, coordinating and steering emergency management initiatives.  For instance, I have evaluated, developed and steered aeromedical evacuation services, with accountability for budget administration, medical quality assurance and risk management programs. I have excelled in combining my managerial talents with my medical knowledge to analyze operations and conduct root-cause investigations in support of optimizing quality, efficiency and cost-effectiveness.  As a Senior Medical Crew Director, I ve led aeromedical evacuation teams, including flight nurses, medical technicians and critical care personnel in domestic, strategic and tactical airlift initiatives, mobilizing, planning and executing the evacuation and in-flight care of hundreds of patients.

To complement my practical experience, I offer a broad range of professional, academic and certified specialized training credentials.  I am a multi-state Registered Nurse and credentialed as a USAF Critical Care and Flight Nurse and trained in Trauma Nurse Combat Casualty Life Support.  My degrees include both MS and BS degrees in the field of Nursing as well as a BS in Criminology.  Specialized /certified training ranges from Chemical, Biological, Radiological Nuclear Exposure (CBRNE) to Critical Incident Stress Management Team Leader.  I am also a qualified EMT and  instructor in a broad scope of emergency medical procedures.  I am also a member of multiple professional organizations focused on emergency management including National Association of Emergency Medical Technicians (NAEMT), Society of Emergency Medical Service (EMS) Instructors, (SEMSI), National Society of Military Emergency Medical Technicians.

My emergency management abilities are clearly reflected in numerous awards/recognition earned throughout my career.  For instance, in 2007 I received a Certificate of Special US Congressional Recognition, National American Red Cross Certificate of Recognition, National Lifesaving Award for the Professional Responder, New Jersey State Assembly Certificate of Recognition, and Sea Isle City Police Department Departmental Commendation, all in recognition of my extraordinary performance in facilitating emergency actions.

2. Knowledge of, and experience with management techniques and skills, and interpersonal relationships.

A large majority of my professional background during my 30+ year career is in executive/management-level capacities, where advanced knowledge of strategic management techniques and practices as well as development of quality professional relationships are vital to achieving results.  For instance, in my present position as a Project Manager, I am directing a full range of operations including planning, developing and executing solutions-driven programs and projects from initiation through delivery.  This requires a comprehensive understanding of management components ranging from system design, budgeting and resource planning/coordination to risk containment, continuous improvement and quality assurance.   Concurrently, I am responsible for developing proactive relationships with clients and key stakeholders to drive growth and revenue performance.

I am well-versed in developing policy and procedures, steering large projects and programs, conducting comprehensive evaluation of needs and performance to define and engage ongoing process improvements, and leading initiatives that consistently achieve and surpass goals. For example, I successfully planned, coordinated and facilitated a major project for Merck that supported the launch of their First Emergency Medial Services Training Program and resulted in my receiving the Merck Operational Excellence Award for my outstanding contributions in a leadership capacity.

Additionally, my ongoing professional development has included training in Total Quality Management (TQM) principles and practices. I am also a member of the Project Management Institute (PMI).

3. Skill in making oral presentations and conducting meetings on program issues.

During my 30-year career, I have had the opportunity to deliver oral presentations on a broad range of topics to diverse audiences in varied professional settings.  For instance, as a Principal Consultant from 2005-2007, I delivered comprehensive educational presentations to key stakeholders, presented project status updates to executive-level audiences, steered project committees, and served in advisory, advocacy and liaising capacities as company representative. Similarly, as designated Subject Matter Expert on Operational Excellence with Merck, I presented to executive-level steering committees on issues ranging from project objectives, scopes and deliverable to risk management, timelines and resources. As their Clinical Adverse Event Safety Associate, I continually interfaced with both healthcare professionals and the general public on pharmaceutical-related issues.

While Director of Operations with American Medical Response, I delivered both educational and marketing/promotional presentations to diverse audiences throughout the State. As a Professional Sales Representative with Smith Kline Beecham (SKB), I successfully communicated complex product information to a diverse range of medical/health care professionals.

Throughout my career, I have further applied my dynamic communication skills as a leader and member of multiple professional committees.

4. Ability to communicate effectively in writing.

In a leadership capacity, I have successfully developed and produced a broad range of written materials.  For instance, I am highly skilled in creating comprehensive business and project plans incorporating objective, narrative and statistical materials, and have routinely applied these skills in multiple management-level positions over the course of 30+ years.  I offer vast experience in authoring operational policies, procedures and directives. I m also adept in producing quality marketing, promotion and presentation/visual aid collateral.

As Clinical Adverse Event Safety Associate with Merck, I wrote a high volume of complex safety and related reports and summaries for presentation to multiple regulatory agencies, including the FDA.  While a Critical Document Coordinator with IBAH Regulatory Affairs Departments, I compiled and produced comprehensive Regulatory packages and documentation for submission to Review Boards.  While there, I also designed detailed spreadsheets used to track documentation.

As an RN, superior writing skills have been vital to delivering total quality health care.  Further, during my Law Enforcement career, I developed and maintained detailed written reports documenting investigations that were instrumental to supporting trial/settlement cases as an Investigator.  As a Police Officer, I created solid incident, interview and interrogation reports.

I have also successfully designed/developed dynamic education and training materials for both classroom and on-the-job professional development programs and created strong materials supporting the launch and delivery of an innovative community health program targeting high school students.

At the academic level, I have also designed and conducted a large comparative study supporting a scientific thesis, which has been published in two medical journals.

5. In-depth knowledge of supervisory management techniques and skills.
Over the course of 30+ years, I have successfully applied and adapted my superior supervisory skills toward managing diverse management, technical, non-technical, and medical staff, groups and project team members.  This has ranged from strategically planning and assigning human resources to overseeing both internal and external/contract teams, with a consistent track record of efficiently utilizing available resources and driving others to maximize productivity, efficiency, quality, and cost-effectiveness in achieving program, project and operational goals.  In steering major projects, I have also indirectly overseen/supervised team members, vendors, committees, and key stakeholders to ensure achievement of critical criteria, timelines and objectives.

Advanced training/professional development in areas such as Total Quality Management (TQM) and Critical Incident Stress Management-Team Leader further support my ability to excel in a supervisory capacity.

I am extremely interested in being considered for the Emergency Analyst position, as referenced above.  To acquaint you with my qualifications, I am submitting my resume and KSA narrative response for review.  In advance, thank you for your time and interest.

As demonstrated, I offer a unique blend of managerial-level experience in Emergency Management, Integrated Health Care, Military, Law Enforcement, and Corporate environments that will provide a comprehensive approach toward defining and addressing Emergency Management operational needs.  I have excelled in developing and steering projects/programs, from concept through delivery, actively driving everything from defining needs and scope, developing strategic plans, allocating and administering budgets, and coordinating/managing resources and logistics to negotiating contracts/vendor services, facilitating continuous improvements, tracking and reporting progress, evaluating performance, and ensuring compliance with policy, procedures, quality standards, and regulatory guidelines.   I am a results-driven professional who successfully trains, develops, coordinates, and leads top-performing teams and am adept in capitalizing on opportunities to maximize operational and financial performance.  I also offer dynamic communication, presentation, consultation, and relationship building skills that are vital to achieving targeted outcomes.

To complement this background, I offer an MS, Nursing Anesthesia-Administrative Tract, BS in Professional Nursing and BS in Criminology as well as ongoing specialized training in diverse aspects of emergency management, medical/health care, administrative/operations management, and related areas.

As an employee, you will find me to be a driven team player committed to supporting you in achieving your objectives through superior performance.  I am confident that I could be a valuable asset to FEMA, and look forward to interviewing with you in the near future.

Sincerely,
