Since 1984, I have held progressive positions involving government procurement and contracting, and am well-versed in multiple areas of acquisition strategies and processes, from establishing policies and procedures and researching vendors/suppliers through overseeing contracts for equipment, supplies and services.  Combining this with my extensive knowledge of FAA programs, I am confident my skills and experience match your needs.

 

In my present position as an Asset Manager with a major government contractor, Lockheed Martin, I am accountable for closely monitoring contract performance and I oversee Contracting Officers Technical Representatives (COTRS), task leads and associated staff in support of these initiatives.  I am responsible for gathering and analyzing complex data spanning materials purchases, labor and equipment depreciation, repairs, and operating expenses, with the goal of optimizing cost-effectiveness.  I also strategically price products and services through unit cost and project expense analyses to determine the best use of funds in meeting contract goals. Earlier in my career as a Project Controller 3 with Northrup Grumman, 1996-2000, I worked closely with the Contract Program Manager to establish cost-effective program control budgets and interfaced with both internal and external stakeholders during program reviews.  In recognition of my commitment to teamwork, I was appointed to the Cost Estimating Team in support of negotiations leading to subsequent award of major contracts. 

 

As a Cost Accountant with ACC Systems Inc., I actively worked with multiple cross-functional operating departments in developing project budgets, monitoring costs, identifying budget variances, and evaluating financial performance in a collaborative effort to optimize bottom-line profits.  I also was a key point of contact for the company during DCAA audits.  Similarly, as Cost Analyst with Vega Precision Laboratory, I was heavily involved in collaboratively preparing and monitoring company-wide annual operating budgets and expenses.

For instance, I am currently in charge of government COTRs, team leads and support staff at Lockheed Martin, where it is vital that I effectively coordinate with and oversee subordinates and stakeholders in order to efficiently and cost-effectively meet project goals through productive communications.  In this capacity, I am often communicating highly detailed data related to IT Assets and finance focused on meeting DHS operational requirements.

 

With BAE Systems, I was continually communicating complex information to senior management related to program compliance adjustments, contractual modifications and project changes of a highly technical nature as well as advanced finance, budgeting and quantitative analysis data supporting major FAA programs  This required direct interface to effectively relay detailed information ranging from systems engineering and technologies to support systems, program administration, and risk management.
