___________________________________________________________

KSA RESPONSES

1.  Knowledge of criminal law, the judicial procedures of US District and local courts, and the Department of Veterans Affairs policies and procedures relating to law enforcement.

As a long-time Law Enforcement professional, including recently serving as a Police Officer with Department of Veteran Affairs, I offer you a broad range of expertise in criminal law and Federal and local judicial procedures as well as law enforcement policies and procedures specific to the Department of Veteran Affairs.  I believe this direct background with the VA coupled with my diverse military background in Law Enforcement uniquely matches your needs and will prove instrumental in generating immediate and long-term results as a member of your team.

In 2007 I joined the Department of Veteran Affairs, with full-scope responsibility for enforcing State and Federal Criminal Codes as well as VA Regulations vital to ensuring the safety and security of patients, personnel and visitors.  Prior to a short stint as a Custody Officer contracted to the U.S. Marshals Service,. I built a successful Law Enforcement career in the military with both the United States Air Force and Illinois Air National Guard.

During approximately 12 years with the USAF, Los Angeles Air Force Base, I again enforced both Federal and State criminal codes as well as U.C.M.J., Air Force rules, regulations, policies, and procedures.  This required a vast knowledge of criminal law and judicial processes in preventing, identifying and investigating crimes, facilitating arrests, preparing/submitted complex reports, and gathering evidence supporting cases as well as accurately distinguishing and classifying criminal as well as civil violations.  Similarly, I effectively enforced Federal and State criminal codes, rules and regulations while providing U.S. government-owned property/resources and personal (employee and visitor) protection as a Military Police Officer and Supervisor with the Air National Guard.

2.  Skill in the operation of all assigned police equipment including the communication system, portable and base station radios, closed circuit TV monitors, and intrusion alarm monitors.

Throughout my 18-year Law Enforcement career, I have operated a diverse range of police and security equipment.  I am highly proficient in working with equipment and technologies spanning communication systems, CCTV monitors and intrusion, panic, disaster, duress, and fire alarms.  This included distinct responsibilities as an Alarm Technician while a Police Officer with the USAF.

3.  Knowledge of a vehicle codes and parking regulations in order to appropriately issue citations.

During my Law Enforcement career, one of my many responsibilities has been to apply knowledge of vehicle codes and parking regulators toward compliant issuance of citations.  I held expanded responsibilities in traffic, vehicle and parking law enforcement during my tenure with the Illinois Air National Guard.  This included issuing traffic citations, thoroughly investigating traffic accidents and compiling and preparing detailed complex reports.

In my most recent position with the VA as well as while a Police Officer with the USAF, I conducted patrols that included identifying vehicle code and parking regulation infractions and issuing citations.  I also was instrumental in related traffic control.

4. Ability to maintain emotional control and use patience and understanding when confronted with emotionally disturbed individuals.

A key skill required to excel in the field of Law Enforcement is the ability to decisively and diplomatically manage situations involving emotionally disturbed individuals, and I have a talent for consistently maintaining emotional control, patience and professionalism in interfacing with and confronting such individuals.

For instance, while contracted to the U.S. Marshals Service as a Custody Officer, 1998-1999, I worked with a challenging population of inmates in escorting them to and from hospitals, conducting searches and using restraining techniques to maintain order and ensure prisoner, personnel and public safety. With the military, I also worked with broad populations, including emotionally disturbed individuals, over the course of controlling access to sensitive areas, confronting and arresting violators, subduing individuals causing disturbances and responding to critical emergency situations.

I believe my long-term career in Law Enforcement is a clear testimony to my demeanor and professionalism in addressing, interfacing with and effectively managing emotionally disturbed individuals.  My dynamic communication and interpersonal relation skills add value to my ability evaluate, understand and work with such individuals in order to generate optimal outcomes.
