My duties include producing operational studies to evaluate the efficiency and effectiveness of programs at Chief Counsel s field offices. My investigations are focused on whether the programs can be reconciled with established policies and procedures and subsequently I evaluate all available information and generate findings and recommendations.

 

Additionally, I serve in the positions as Project Manager, Technical Adviser, and Consultant for Strategic Planning, Executive Performance Plans, Chief Counsels Government Reporting and Performance Results Act (GRPRA) and other statistical reports for Chief Counsel Litigation Programs.

 

I produce a variety of studies that apply analytical and evaluative methods, both quantitative and qualitative, specifically the quarterly GRPRA which includes data from all 16 Executives Business Plans, the Annual American Bar Association Report, and Chief Counsels Regulations Report.

 

The reports and studies require researching and accumulating data related to cost and performance of strategic goals and measures for the entire Chief Counsel Office. Also, I define performance measures targeted to individual key Executives Program areas. After I generate the reports, I disperse the studies to mid- and upper-level management staff so they can also make suggestions and recommendations on the contents of reports I produced. The successful generation of these reports depends on accessing, analyzing, and extracting information from numerous databases to produce detailed and technical charts and graphs. I also developed detailed investigations and analysis using statistics collected and extracted from various databases. Additionally, I drafted comprehensive narratives explaining the current and historical data trends, and develop and modify system information requests which are very technical in nature to ensure special data needs are met.

Throughout my career I have developed an expertise in planning, implementing, and integrating program goals and continuous improvement processes in order to meet the mission and strategic vision of each organization.

 

A significant project reflecting this ability is when I was called upon to initiate restructure of the comprehensive Chief Counsel Business Performance Review Report. My focus was to devise and institute new goals for all 16 program areas and incorporating the new goals into the individual Executive Performance Agreements and the Performance Review Report. A primary goal was tracking the timeliness of legal advice rendered to the Internal Revenue Service (IRS) Operating Divisions, the number of closures, and track receipts and total workload calculations. My responsibilities include assessing Chief Counsel s measures and goals to continuously improve the Business Performance Review process and all related data. I do this by consistently monitoring data submitted by 14 of Chief Counsel s Business Units and verifying adherence to the Chief Counsel s overall strategic goals and IRS Mission Statement. Additionally, I supported the planning efforts and forecasted the Strategic Program performance goals for current and future fiscal years.



In another instance, while I was employed at the Department of Navy, I supported the Airborne Weapons Information System (AWIS) Program Manager with the entire acquisition process of The Electronic Library and Document Management System .

 

My duties included conceptualizing the strategic implementation of the program goals. I generated and ensured the timeliness program goals from beginning to end. I also organized project specifications and workflow between contractor and government personnel to maintain time and budget constraints. Additionally, I scheduled site visits between the Field Offices and the contractors; all to ensure the timely deployment and integration of the program into the fleet to meet the overall Mission of the Naval Air Systems Command.
