2004 to Present:  Xxxxxx Homeland Security Director

   Provide key leadership and oversight for day to day management of the Xxxxxx Office of Homeland Security; develop, implement and manage progressive emergency response and anti-terrorism programs to provide optimized safety and security for the residents of Xxxxxx.

   Partner with political leaders and decision makers from the Governor s Office, Legislature, State Agencies, Local Government, Emergency Responder Groups, Educational Institutions and the General Public to plan and communicate the mission of the organization, and drive awareness of key initiatives affecting all citizens of the state.

   Serve as the Homeland Security Advisor for the Governor; act as liaison between the U.S. Department of Homeland Security and the State of Xxxxxx to communicate critical issues related to terrorism and terrorism prevention.

   Spearhead fund development initiatives by collaborating with Federal Agencies to apply and secure operations monies; author grant requests and facilitate processes to ensure optimized financial support for key program requirements totaling $206MM to date, manage $51MM in current funding.

   Collaborate with Administrative Agencies to develop and implement a comprehensive homeland emergency response plan; work with All-Hazards Response Teams to define protocols and processes, and champion the development of a statewide advisory system to enhance communications between parties.

   Coordinate statewide Interoperable Public Safety Communications strategies; identify and address public safety communication needs between state government and state emergency responders, implement a migration plan of technology solutions for use of disparate public safety communications systems.

   Select and appoint members of the Xxxxxx Homeland Security Regional Advisory Council, administer Xxxxxx School Security Grant Program Act and solicit proposals for critical enhancements for campus security at higher learning institution and private schools

 

2002 to 2004:  Deputy Director, Interim Xxxxxx Office of Homeland Security    

   Collaborated with Interim Director in creating departmental infrastructure for the Xxxxxx Office of Homeland Security; represented the State of Xxxxxx and participated in forums with key Federal Agencies in the aftermath of 9/11 to understand potential terrorist threats.

   Contributed deep understanding of public policy, planning and security strategies in developing tactical plans for protecting the citizens of the State of Xxxxxx;  developed key plans for the dissemination of Federal Funds among local agencies to enhance the ability to respond to weapons of mass destruction.

   Increased State s ability to capture critical intelligence information by recommending placement of personnel within the rank of the Federal Bureau of Investigation and Joint Terrorism Task Force; developed reporting mechanisms to allow staff to report data to the Deputy Director, Xxxxxx Office of Homeland Security.

 

2006 to Present:  Lieutenant Colonel/ Deputy Chief, Xxxxxx Highway Patrol                  

   Maintain commission as Lieutenant Colonel with the Xxxxxx Department of Public Safety, Highway Patrol Division.

 

2003 to 2006:  Major, Xxxxxx Highway Patrol                                                                  

   Provided insight for key Homeland Security issues; due to a statutory rank structure-change, received title change from Major to Lieutenant Colonel in the spring of 2006.

 

2001 to 2003:  Captain/Zone Commander, Xxxxxx Highway Patrol                                 

   Commanded Special Operations Units within the Xxxxxx Highway Patrol; received assignment as the Deputy Director for the interim Office of Homeland Security in 2002.

 

1997 to 2001:  First Lieutenant/ Troop Commander                                                           

   Provided tactical leadership for the Xxxxxx Highway Patrol Bomb Squad and Tactical Teams; key liaison to the FBI Joint Terrorism Task Force.

 

1982 to 1997:  Trooper, Second Lieutenant, Xxxxxx Highway Patrol                   

   Served as a trooper in Greer and Comanche Counties and as a supervisor from 1991-1995 in Western Xxxxxx and from 1995-1997 in Xxxxxx City.   As a trooper and a supervisor I had additional duty assignments on the tactical team, bomb squad and honor guard.
